Kulim Housing Ruling: New Deadline, New Standard
Starting 1 January 2026, the Kulim Hi-Tech Park Local Authority (PBT TPHTK) will prohibit the use of residential premises as foreign worker accommodation within its jurisdiction. This enforcement of Act 446 means employers must begin relocation planning now to avoid legal and operational risks.

- Apartment-style layout: 3 rooms, 3 bathrooms, 12 residents max per unit
- Capacity: ≈3,600 residents across 3 blocks
- Facilities: Medical room, halal dining, surau, laundromat, convenience store
- Compliance: Built to meet Act 446 and CSR audit standards

Check Out Memo (COM) Now Accepted for Manufacturing Quota Replacement
Malaysia’s Immigration Department (JIM) has expanded quota replacement eligibility for manufacturers: Employers may now use Check-Out Memo (COM) documentation to rehire foreign workers who exited Malaysia in 2024 or later.
This streamlines the quota replacement process by:
- Reducing redundant documentation
- Supporting faster re-entry of experienced workers
- Improving continuity for facilities facing headcount gaps
