Foreign worker hiring freeze to continue until Q1 2025

The freeze on foreign worker hires has been in place since March 2023.

The freeze on applications to hire foreign workers will remain in place until at least the first quarter of 2024, announced Home Minister Saifuddin Nasution Ismail. This policy, first introduced in March 2023, has been extended for a third time.

Currently, the number of registered foreign workers is 2.535 million, just 45,000 below the 2.58 million cap set by the Economy Ministry, representing 15% of Malaysia’s workforce. Saifuddin stated that decisions on quotas will continue to align with this ceiling, with the next review set for early 2024.

Additionally, the government is exploring a policy to allow employers to hire prisoners, excluding those convicted of serious crimes. This initiative aims to reduce reliance on foreign workers and address prison overcrowding.
