As Malaysia continues its transition toward digitalization and efficiency, here are the latest updates on pass issuance and business facilitation that could impact employers and expatriates.
Implementation of Electronic Pass (ePASS) for Foreign Knowledge Workers
Starting March 1, 2025, the Electronic Pass (ePASS) will replace physical pass endorsements for Foreign Knowledge Workers (FKW) and their dependents. This move aligns with the government’s initiative to streamline immigration processes and improve efficiency.
Key points to note about ePASS:
- Employers can now download and print the ePASS directly from the system.
- Foreign Knowledge Workers and their dependents must present the ePASS together with their passport for identification.
- The ePASS will only be issued once the FKW and their dependents are physically present in Malaysia..
This digital transformation is expected to reduce administrative workload and enhance the overall efficiency of Malaysia’s expatriate pass system.

Special Passes for Investors & Business Groups
To encourage business investments and improve Malaysia’s attractiveness as a commercial hub, the Home Ministry has announced that new special passes for investors and business groups will be issued starting April 1, 2025.
What this means for investors and business travellers:
- The pass aims to facilitate longer stays for investors and expatriates conducting business in Malaysia.
- Issuance will follow a single-window electronic process, reducing paperwork and delays.
- The initiative supports Malaysia’s business-friendly policies, streamlining entry procedures and removing reliance on agents.
Additionally, the immigration department is digitizing several popular passes, including the Temporary Work Visit Pass, Student Pass, and Spouse Pass, eliminating the need for physical stickers. These digital measures are projected to save the government RM13 million in printing costs while also reducing congestion at immigration counters by 70%.
For businesses engaging with foreign talent and investors, this transition marks a significant step toward a more agile and efficient immigration system.
