Malaysia’s foreign worker management landscape underwent a significant change in July 2026, with the Ministry of Human Resources (KESUMA) assuming full responsibility for the One-Stop Centre for foreign workers.

The transition also introduced a fully digital approach to foreign worker quota applications, while industry groups welcomed the move towards more coordinated workforce governance.

KESUMA takes over the One-Stop Centre for foreign workers

Effective 6 July 2026, the Ministry of Human Resources (KESUMA) officially assumed management of the One-Stop Centre (OSC) for foreign workers.

The change follows a Cabinet decision to consolidate foreign worker management under KESUMA, with the aim of improving coordination, transparency, and administrative efficiency.

As part of the transition, all foreign worker quota applications must now be submitted by employers through the eQuota module in the Foreign Workers Centralised Management System (FWCMS).

Manual case-by-case quota processing has been discontinued, with applications now submitted through the FWCMS eQuota module.

What this means for employers

Employers planning to recruit foreign workers should ensure that their teams are familiar with the FWCMS eQuota module and the supporting documents required for submission.

This change may affect:

Employers should also ensure that applications are submitted directly through the correct digital channel and that company information and supporting records are complete and up to date.

Industry welcomes the consolidation of foreign worker management

The Federation of Malaysian Manufacturing (FMM) welcomed the placement of foreign worker management fully under KESUMA.

FMM described the move as a positive step towards improving accountability, policy coordination, and the overall efficiency of Malaysia’s foreign worker management system.

The organisation also called for a smooth transition and continued labour market reforms to address long-standing challenges faced by employers.

For labour-intensive sectors, a more coordinated system may provide greater clarity over application procedures and reduce administrative overlap between the agencies involved.

What this means for employers

Industry support for the transition reflects the importance of having a clearer and more consistent system for managing foreign worker applications.

However, the effectiveness of the reform will depend on how smoothly the new process is implemented and whether employers receive clear, timely, and consistent guidance.

Companies should continue monitoring official announcements, review their workforce requirements early, and avoid waiting until labour shortages become urgent before beginning the application process.

Employers should also maintain proper recruitment, documentation, accommodation, and worker welfare practices throughout the process. Digitalisation may simplify submissions, but it does not reduce an employer’s wider compliance responsibilities.
