Your monthly guide to regulatory and workforce developments in Malaysia.

April 2026 reflects a continued shift towards more structured, integrated, and policy-driven workforce management in Malaysia. While fewer headline announcements were made, several developments point towards tightening systems, ongoing policy implementation, and longer-term changes in workforce strategy.

Here are the key updates employers should be aware of.

Foreign Worker Quota Applications Now Open-Ended

Malaysia has removed the previously set 31 March 2026 deadline for foreign worker quota applications under OSC KDN.

Applications are now open without a fixed closing date, subject to current policies and procedures. While this introduces greater flexibility, it also changes how employers approach submission timelines. Without a defined cut-off, application patterns may become less structured, potentially affecting processing timelines.

Employers are encouraged to continue planning and submitting applications early to avoid delays and maintain workforce continuity.

Centralised Expatriate System Begins Implementation Phase

Following the introduction of a centralised expatriate application system under MIDA, April marks the early stages of its implementation.

The system consolidates the full application process — from expatriate post approvals to pass endorsements — under a single coordinating authority, while continuing to utilise the Xpats Gateway platform.

As the system rolls out, employers can expect a more structured approach to applications, where documentation accuracy, internal coordination, and submission readiness play a greater role in determining outcomes.

Immigration Systems Moving Towards Greater Integration

Malaysia has begun rolling out a more integrated immigration system across entry points, signalling a shift towards centralised monitoring and data-driven immigration processes.

This reflects a broader move towards structured oversight in foreign worker management, where system integration is expected to play a larger role in enforcement and compliance.

Expatriate Policy Implementation Phase Intensifies

With revised Employment Pass (EP) salary thresholds and tenure structures set to take effect on 1 June 2026, April represents a critical preparation period for employers.

Organisations are expected to review affected roles, align compensation structures, and plan submissions ahead of the implementation date. As the deadline approaches, application volumes and processing pressure may increase.

Shift Towards Reduced Reliance on Foreign Labour

Malaysia continues to signal a long-term direction towards reducing reliance on foreign workers, with policies aimed at encouraging local workforce development and improving wage structures.

This reinforces a broader shift towards more structured workforce planning, where employers may need to balance foreign workforce needs with local talent development strategies.

What this means for employers

April’s developments reinforce a clear direction in Malaysia’s workforce landscape:

  • Greater system integration, with more centralised processes across immigration and expatriate applications
  • Ongoing policy implementation, particularly for Employment Pass changes
  • Increased responsibility on employers to plan, coordinate, and prepare submissions effectively

Collectively, these trends highlight a move towards a more structured and system-driven workforce environment. As Malaysia continues to refine its workforce policies and systems, employers should remain proactive in aligning internal processes with evolving requirements. Early preparation, accurate documentation, and coordinated planning will be key to navigating these changes effectively.
